New article on municipalities as agents of educational improvement

José Luís Muñoz Moreno, professor and member of CRiEDO, together with Pablo Lermanda Vidal, has published the article “Los municipios como agentes de mejora educativa” in the journal Estudios Pedagógicos.

The study analyses the actions undertaken by the Department of Municipal Education Administration (DAEM) of Cunco, Chile, with the aim of understanding its contribution to educational improvement in the local territory.

The research was conducted through a single case study with a mixed-methods approach, combining documentary analysis, semi-structured interviews and a questionnaire addressed to members of the educational community. The analysis integrated qualitative coding, descriptive statistics and narrative triangulation techniques.

The results show progress in pedagogical support and educational inclusion, while also identifying challenges related to strategic planning, the systematic use of information and territorial participation. The study also highlights the influence of political and cultural factors on municipal educational management, including interference in management, local culture and limited autonomy.

In this context, the cohesion and experience of DAEM teams emerge as significant strengths for moving towards more robust local educational management. The authors conclude that consolidating the role of municipalities as agents of educational improvement requires strengthening professional autonomy, rebuilding relationships of trust and creating stable collaborative structures focused on organizational learning and the sustained improvement of the local education system.
