The professionals who will make up the productive force of a country are trained in higher education institutions, their fundamental commitment is constituted by the conscious and responsible participation of their protagonists based on a solid and comprehensive professional training that tends to develop capabilities criticisms and perspectives for social well-being.
The above forces us to talk about the quality of education; Although there are many factors that are related to the achievement of this aspect, one that has a decisive impact is that of evaluation, which has gained prominence in organizations and companies, becoming a driving force for change and improvement, as well as reflection on what what is done, how it is done and the quality of the ends it achieves. The thematic relevance of this research lies in the management as well as the academic point of view.
The main objective of this research is to develop the University Educational Quality Evaluation Model (MECEU), proposed and validated in the first phase of the research (Barrales 2005), applying it to the MEIF of the Universidad Veracruzana in the Poza Rica-Tuxpan region. .
Other related objectives are: to know in a descriptive and explanatory correlational way the deficiencies, weaknesses and strengths of the teaching mission of the Universidad Veracruzana, to make suggestions for improvement plans and to describe the perspective that the participating agents have about the quality of the education provided at the Institution.
The transformation that has taken place over the years has led the University to be a higher education institution where academic specializations are acquired but that respond to social dynamics and requirements.
At a global level, for some time now, changes such as the globalization of the economy, the acceleration of technological changes and the intensification of competition have involved the university, requiring it to get involved in a very current and fashionable topic: quality.
The above makes us reflect on the important role given to it and the need to promote a new instrument that helps us evaluate it and allows us to express an opinion on the processes carried out within the center. Returning to the objective of this work, quality will be conceptualized as: the trait or characteristic, or set of them that distinguish and make peculiar an object or a service, and under this concept it will be oriented towards the search for a quality evaluation of the education of a specific case such as the Universidad Veracruzana, which logically as an institution of higher education has a mission, and even though in this case it focuses on a Mexican context, the aforementioned instrument can be applied to any other context or educational level. , with the logical differences in the variables to consider.
