The Doctoral Thesis addresses a research topic focused on the analysis of educational participation in municipalities. Specifically, it addresses the creation and validation of a Model and Instrument for educational development of the municipalities, based on the actions carried out by the City Councils. Both the Model and the Instrument allow us to know and assess the level of educational development of the municipalities from the perspective of contextualization.

It thus tries to respond to one of the most significant problems faced by municipalities and their City Councils: combining the external evaluation models, standardized and general that are based on indicators of social and educational services, with their own, contextualized models and more. focused on processes.

Its development, structured in several chapters, allows us to review conceptual aspects: social participation in education, management of education at the municipal level, educational development in municipalities and possibilities and limitations of self-assessment models for improvement; and the development of an application research in two phases (with in-depth interviews, discussion group, consultation with experts and application in Municipal Education Services, among others).

The results and conclusions place the framework of the analyzed problem, deriving proposals of interest for City Councils, managers and municipal technical staff. As a product, a validated Model and Instrument are generated to identify the level of educational development of a municipality, from its City Council, accompanied by an application protocol and indications to guide the interpretation of the results.
