The current contribution does not analyze general aspects of the pandemic (nature, origin, general extension and in the country, etc.) or other situations that arise from confinement, considering that they are sufficiently known. Nor does it intend to carry out a review of reports on the subject prepared by organizations such as UNESCO-IESALC, the World Bank, the IDB or the CRUE and to review the contributions of researchers on the subject. Rather, it tries to provide concrete details and practical dimensions of Higher Education in each country that can help in the aspects of organization and management of these institutions. In this sense, it considers aspects related to: (1) Development of teachings: alterations in the duration and structure of the degrees; modifications of objectives, methodologies and evaluation systems; attention to vulnerable groups; etc (2) Institutional organization: attention to people (student management, teaching staff and administration and services staff, role of directors, etc.); infrastructures; process development (enrollment, administrative and economic management, etc.); and results (academic such as pass rate, dropout level or others; and non-academic). (3) Link with the environment: actions by and with the community or significant collaborations. It includes the writing of each country with references and reflections on the previous aspects, as well as some experiences of interest and, finally, reflections, assessments and challenges on management in times of confinement and reopening, with the idea of identifying significant learning and guidelines for action in the current situation and similar ones that may occur in the future. The different contributions focus on university education, including higher education, which in many countries has great importance and development, and try to provide a general vision of the different countries without ignoring the specific particularities that require identifying good practices or specific measures of organization and development of training. We are talking about the work of 41 specialists from 13 Ibero-American countries that allow us to know and analyze the actions by country, but also to carry out a study of the initiatives that have been taken in all countries considering some of the topics considered in the Report. In any case, it is worth highlighting the topicality and significance of the topic and the speed in transferring to society a detailed report on existing university actions and their results.
